The hikes would affect as many as 800,000 Anthem customers who buy their policies as individuals.Last week, WellPoint withdrew the increases on the same day the state Department of Insurance released summary findings on an audit revealing the insurer had made numerous errors in calculating the rate hikes.In a letter released Wednesday, Health and Human Services Secretary Kathleen Sebelius noted that WellPoint's Anthem Blue Cross subsidiary made "unreasonably high assumptions" about the rate at which medical costs are increasing to justify the hikes.
